Why Recall Success?

Some food for thought. I have met many former Powers City Council Members and Mayors. It seems that there has been a lot of turnover on the Council and looking back in history there have been recalls over various actions taken when controversial items come through the Council. Unfortunately, this turnover has eliminated any experience and knowledge gained by those individuals, when recalled or they give up and quit. For instance, the City Mayor of Riddle has been in office for 20 years or more. They have nice City facilities including newer water and wastewater plants, City Hall, library and more. Some food for thought. I have met many former Powers City Council Members and Mayors. For instance, the City Mayor of Riddle has been in office for 20 years or more. They have nice City facilities including newer water and wastewater plants, City Hall, library and more.   There are other reasons for their success but I believe that the continuity of key people in city government is a big part of it. Councils are elected to represent the City as a whole and make decisions in the best interests of the City. In the case of Powers there are six (6) Council members and a Mayor. No “one” individual can make decisions. With few exceptions (such as personnel items) most decisions are made in open public meetings. Council members are supposed to be unbiased in their decision-making process and great care needs to be taken to avoid joining in with special interest groups, projects or other items that may come before the Council. Second guessing the decisions by Council without all of the facts is something to avoid. With sensitive issues Councils are typically prevented from disclosing information by State Law. However, if other individiuals involved put information out there that is onew sided or only part of the story it complicates things for the Council. Since Council cannot discuss it or defend their decisions. It is unfair to council. What is important is to follow the state and federal laws that apply and follow City Policies as outlined in Ordinances and R esolutions adoped by the City. Mistakes can be made but all Council members try to abide by the rules.Despite the efforts of a few disgruntled people to discredit me with false and erroneous statements I will continue to move forward and improve the City I call home.  There have been several things posted by a former Council member on Facebook (Fakebook) that are untrue. Those interested in the truth may go to Retain Mayor Kohn- on Facebook.   There were a couple of misprints in the Sentinel Paper relating to my years of work and job titles. I worked for the City of Redding for 19.6 years not 15. I held many positions. The last job I performed for the City Manager was less than a year long and it was called Management Assistant to the City Manager. I did not receive a job title change and remained the Assistant Director of General Services. Unlike some federal jobs where you start and end your career as say, a mail carrier. In large municipal ogranization you may have many opportunities to grow and advance if you have the desire and mental aptitude. I’ve never sued or filed claims against an employer or anyone else. I’ve been lucky, fortunate and worked hard all my life.  At a recent Council meeting there was a presentation by a firm called Civil West regarding the City Water Plant. The presentation was about the “Rider” Program through the Oregon Health Authority, the State Agency that regulates our water. Civil West is the State Approved Consultant for this program. Through this program, the City hopes to receive a no-cost grant to conduct a study of the current  and future needs of the City Water System. This has nothing to do with Waste-Water and it would be an agreement with OHA not Civil West.
